Turbulent flow is facilitated by frictional stress of the ground on the lower boundary layer slows that lower air down. This layer takes on many properties of the ground which is why it tends to be of high temperature and moist. Between this bottom layer and the dry, fast moving layer above it is an area of turbulent mixing. Often wind direction variation is used by meteorologists as a measure of turbulence. In laminar flow dictated by the properties of the 2 air layers.
